To say that we applaud Commissioner Arthur Y. Webb's "Viewpoint" (Times Union, Nov. 3) is, to say the very least, an understatement.
While acknowledging the state's fiscal difficulties, the commissioner has made it clear that he is not about to let "such issues overshadow our program, our policy or our overall commitment" to the needs of community-based services for persons with mental retardation.
More importantly, the commissioner's "Viewpoint" places emphasis on a "partnership with families": one that will enable individuals to live in a "nurturing environment beyond the family home."
